An inflection point has been reached in the Japanese economy. This inflection point, especially evident in Japan's monetary and economic policies, is shaping a new reality for Tokyo as an international financial city.

During a speech in New York in September, Prime Minister Fumio Kishida announced Japan's ambition to become a global leader in asset management. FinCity.Tokyo has directed its efforts toward enhancing Tokyo's appeal as a financial market, striving to establish it as a world-class global financial city. A pivotal element of this initiative lies in increasing the sophistication of asset management. The forum will offer an opportunity to revisit and extensively discuss this crucial theme, exploring the significance of the global financial city concept.

This year, the forum will coincide with the "Tokyo Asset Management Forum," an event aimed at revitalizing the asset management industry, and stimulating the growth of emerging management businesses. The objective for the day is to foster in-depth discussions in the field of asset management, primarily involving financial service providers.

Hiroshi Nakaso
PROFILE

Hiroshi Nakaso was appointed FCT’s first Chairman at its inception in April 2019. He is known widely both locally and globally as the former Deputy Governor of the Bank of Japan (BOJ) which he served for nearly 40 years. At BOJ he was mainly responsible for crisis management of financial systems and markets, often in concert with his overseas counterparts.
In addition to his present role as Chairman of Daiwa Institute of Research (DIR), he is one of the ABAC (APEC Business Advisory Council) members representing Japan, Chairman of the Policy Evaluation Committee of Financial Services Agency of Japan (FSA) and Chairman of the Monitoring Committee for the newly created JPY10 trillion university endowment fund. He also chaired the expert panel for the creation of “Global Financial City: Vision 2.0” for the Tokyo Metropolitan Government.

Hiroo Ichikawa
PROFILE

Hiroo Ichikawa serves as Executive Director at the Mori Memorial Foundation’s Institute for Urban Strategy, Chairman at the Institute of Metropolitan Policy, and Chairman at the Japan Institute of Emergency Managers, as well as a Steering Board Member of the Future of Urban Development and Services Committee at the World Economic Forum, among others.
He is an expert in such fields as urban policy, international urban competitiveness, crisis management, and telework, and has published numerous works about Tokyo and large metropolises. Some of his selected published works include A New Evolutionary Theory for Tokyo (2019), City’s Écriture (2018), Creative Tokyo Reborn (2017), Tokyo’s Unipolar Concentration Will Save Japan (2015), Tokyo 2025: Urban Strategies for the Post Olympic Era (2015), Lesson from Japanese Disaster (2011), and Building Japan’s Future (2009).
In addition to working with the Japanese and Tokyo Metropolitan Governments, he has also served several public and private institutions in roles such as President, Chairman, and policy committee member. Presently, he is Chairman of the Japan Telework Society as well as the Japan Emergency Management Association. He graduated from Waseda University with a Bachelor of Architecture and a Master of Urban Planning, and further studied at the University of Waterloo where he was granted a Ph.D. in urban and regional planning. He was born in 1947, in Tokyo, and is a first-class registered architect in Japan.

David Semaya

David Semaya is Executive Chairman and Representative Director of SUMITOMO MITSUI TRUST ASSET MANAGEMENT Co., Ltd.
His thirty five year career spans three continents in executive leadership roles in financial services across the US, Europe, and Asia. Now based in Tokyo, he joined SuMiTrust Asset Management in April 2018.
Previously, David served as Executive Chairman of Nikko Asset Management for four years both in London and in Tokyo. Prior to returning to Japan, he was with Barclays PLC as CEO of UK and Ireland Wealth Management, and Chairman of Barclays Asset Management Ltd. Prior to 2009, he served as CEO for Barclays Global Investors (now Blackrock) Europe and Asia. Until 2004, David was with Merrill Lynch and Co. in a variety of executive leadership positions in both Asset Management and Investment Banking in New York and Tokyo.
David was also formerly a Trustee Director for one of Europe’s largest pension funds and served on the board of the Investment Association and the Wealth Management Association (UK). He currently serves as Chairman of the ICI APAC Steering Council.
David holds a BA from The University of Florida, a Masters in Education from Temple University and has completed the Stanford/NUS Executive Program in International Management. He is a dual US/UK National and is fluent in the Japanese language.

Chie Ito

She has more than 20 years working experience as IT Consultant in Financial Industry at Dentsu Soken (formerly ISI-Dentsu). After leading global projects and launching a new business development in capital markets area, she started taking charge of FIBC, the first FinTech pitch contest in Japan, from 2014. Participated in the founding of FINOVATORS. In February 2016, launched FINOLAB project in collaboration with Mitsubishi Estate and Dentsu to build FinTech business ecosystem. In July 2019, established FINOLAB Inc. as a legal entity and she was appointed CEO. In January 2024, appointed executive officer of Dentsu Soken.

Hidekazu Ishida

Mr. Ishida advises on the Emerging Manager program which Fincity.Tokyo plans to lauch in year 2023. He brings his 15 year experience as investment officer of Osaka Gas Corporate Pension Fund, where he implemented endowment-style portfolio strategy, producing 4.3% per annum for the 15 years ending March 2015.
He holds BA in political science from University of Tokyo, MBA from Stanford Business School and Ph.D. in Management Science from Kyoto University. After taking an early retirement from Osaka Gas in 2016, he held a number of research positions at Research Institute of Capital Formation of DBJ and at FSA institute in addition to running his own advisory company. In 2021, he joined Rheos Capitalworks as director of Financial Inclusion.

Tatsunori Ibayashi

Mr. Tatsunori Ibayashi is the State Minister of Cabinet Office for Financial Services in Japan. He previously served as Parliamentary Vice-Minister of the Environment and Parliamentary Vice-Minister of Cabinet Office. In 2012, he was elected as a member of the House of Representatives and has been elected four times since.
He earned a Master’s degree from Graduate School of Engineering, Kyoto University in 2002.

Nagahisa Miyabe is Representative Director and President of LGIM Japan. He joined LGIM Japan in October 2019. He spent his career mostly overseas (London, Paris and Hong Kong) working for major Japanese financial institutions. Before joining LGIM Japan, he was a Senior Executive Managing Director of Daiwa Fund Consulting, and was in charge of its consultant teams covering Japanese pension funds, as well as DFC’s investment advisory business for its fund of funds (‘fund wrap’) from 2016 to 2019. Prior to that, he managed the equity and research at Daiwa Securities as Global Co- Head based in Hong Kong and Tokyo. Nagahisa graduated from Osaka University of Foreign Studies.

Takeshi Kimura

Takeshi Kimura joined Nippon Life Insurance in 2020 and became a PRI Board member in 2021. He serves on three PRI Board committees: the Policy Committee, the Governance Committee, and the Finance, Audit and Risk Committee. In December 2023, Takeshi was reappointed to the PRI Board Director for a three-year term starting in January 2024.
Before joining Nippon Life Insurance, he worked at the Bank of Japan, the country’s central bank. At the Bank, he served as a Director General and other senior positions in major departments and was involved in various fields of central banking: monetary policy, macro-prudential policy, money market operations, and payment system innovations (digital currency). Takeshi also represented the Bank on various international committees and groups, including the Financial Stability Board and Basel committee.

Yumiko Miwa

1988 Joined Nomura Securities Co., Ltd.
In 1997, she became a full-time lecturer and assistant professor at Meiji University's Faculty of Commerce, and has been a professor since 2005. Visiting researcher at the University of Michigan (2006-2008). In addition to being a director of various academic societies, she is an outside director of Eisai Co., Ltd., and Pigeon Co., Ltd., also a member of the fund management committee of the National Federation of Municipal Employees' Mutual Aid Association, a member of the pension asset management review committee of the Local Employees' Mutual Aid Association. She serves as an advisory committee member and sustainable advisory board member for responsible investment at Nomura Asset Management Co., Ltd.

Her research interests include institutional investors and corporate governance, institutional investor engagement and ESG investing, and the influence of activists on companies. Her major publications include ``The Development of Institutional Investors and Corporate Governance'' (NIPPON HYORON SHA Co.,Ltd, 1999)) and ``Women Who Navigated the Turbulent Capital Market'' (Hakuto Shobo,2022)

Seiji Kihara

Mr. Seiji Kihara is serving his fifth term as a member of the House of Representatives and is currently the Acting Secretary-General of the Liberal Democratic Party (LDP) (as well as the Special Advisor to the Chairperson of the Policy Research Council).
Mr. Kihara was born in 1970 and began his career at the Ministry of Finance in 1993 after graduating from the University of Tokyo with a B.A. in Law. He held numerous positions in the Ministry and also studied at the London School of Economics and Political Science (LSE), receiving his M.A. Mr. Kihara became the first Japanese official to be seconded to Her Majesty’s Treasury in the United Kingdom.
He then left the Ministry in 2005 and ran successfully for a seat in the House of Representatives. In 2013-14, Mr. Kihara served as the Parliamentary Vice-Minister for Foreign Affairs. He later served as the State Minister for Foreign Affairs (2015-16), Deputy Chairperson and Chief Secretary of the LDP Policy Research Council (2017-20), Chair of the House of Representatives Committee on Cabinet (2020),
Deputy Chief Cabinet Secretary (2021-23), and Special Advisor to the Prime Minister on national security affairs and nuclear disarmament / non-proliferation issues (2021-23 (except Aug 2022-Nov 2022)).
In September 2023, he left the Cabinet Office and was appointed as the Acing Secretary-General of the LDP (as well as the Special Advisor to the Chairperson of the Policy Research Council).

Masahiro Shuto is President and Representative Director of Morgan Stanley Investment Management (Japan) since July 2022.
Prior to joining Morgan Stanley Investment Management (Japan) Co., Ltd., Masahiro was Representative Director and President of AXA Investment Managers Japan Ltd. (AXA IM Japan) between 2017-2022 where he also served as the Japan Chief Executive Officer, after running the institutional sales business in Japan from 2015-2017.
Prior to joining AXA IM Japan, Masahiro was heading the dealing and distribution desk relating to commercial real estate loan business including related structured products and derivatives at Deutsche Securities Tokyo.
Before joining Deutsche Securities in May 2006, Masahiro started his career in 2001 at J.P. Morgan Securities in Tokyo. He worked as an interest rates derivatives trader while being involved in dealing and distribution activities of real estate structured finance product business including derivatives.
Masahiro holds a BSc and MSc in Science and Technology from the University of Keio, Japan.

Kazuko Sakaguchi

Kazuko Sakaguchi was appointed President and Chief Executive Officer of AB Japan in December 2018. Previously, she served as a director and head of the client relationship division at State Street Banking and Trust Co. in Tokyo. Prior to that, she held various leadership positions in the industry, including the head of institutional business at HSBC Global Asset Management Japan, senior vice President in charge of marketing and client relations at Lazard Japan Asset Management, and associate director at the institutional sales and client service department at Schroder Investment Management Japan. Sakaguchi began her career at the International Capital Markets Department at ORIX Corporation, from which she moved on to the corporate marketing team at Bankers Trust Asia Securities and the institutional business group at Zurich Scudder Investments Japan. Sakaguchi earned a BA in English Literature at Ibaraki University and a member of the Board of the Japan Investment Advisers Association (JIAA).

Yoshio Hishida was appointed president and CEO of Sumitomo Mitsui Trust Asset Management Co., Ltd. (SuMiTAM) in October 2018. The company, which integrated the Asset Management Division of Sumitomo Mitsui Trust Bank (SuMiTB) on 1st October 2018, specializes in worldwide asset management and has approximately $617bn* in assets under management.
He is also Vice Chairman & Member of the Board of Securities Analysts Association of Japan, Vice Chairman & Member of the Board of The Investment Trusts Association, Japan, and Chairman of Investor Group of 30% Club Japan.
Yoshio has more than 30 years of experience in the asset management industry. Before joining SuMiTAM, Yoshio was Head of the Asset Management Business at SuMiTB.
Yoshio started his professional career at The Sumitomo Trust and Banking, Co., Ltd (currently SuMiTB) in 1986. He has more than 16 years of experience as a portfolio manager, and was a specialist in global equity and quantitative research strategy. Yoshio became General Manager of Fiduciary Business Promotion Department of SuMiTB in 2008 and he has been managing global business development and client relationship, as well.
He graduated from the University of Kobe with a BA in Business Administration. He is a Chartered Financial Analyst, and Chartered Member of Securities Analysts Association of Japan.

Keiichi Aritomo is Executive Director of FinCity.Tokyo which is to continuously promote Tokyo as a leading global financial city. Keiichi is also a co-founder and Board Director of JIAM (the Consortium for Japan International Asset Management Center). Keiichi Chairman of the World Alliance of International FInancial Centers (WAIFC), a consortium of 20+ financial centers across the world headquartered in Brussels.
He is also a founder and Chairman of Jazz EMP (Emerging Musicians Program) @ Tokyo Financial Street.
Prior to his current roles, Keiichi was Asia Head of Kensho Technologies, LLC, a leading financial AI solution provider, acquired by S&P for $550M in 2018. Keiichi used to be a Partner at McKinsey & Company and Deloitte, where he specialized in financial services industry and technology strategies across North America, Europe, Southeast Asia and Japan.
Keiichi obtained his master’s degree in engineering from Nagoya Institute of Technology, majoring in urban and transportation engineering. He also holds an MBA from the University of Warwick in the UK. He is a certified public accountant in the US.

Tomomi Suzuki is a part-time lecturer at the Faculty of Political Science and Economics, Kokushikan University, and a guest researcher at the Transnational HRM Research Institute, Waseda University. She is also a member of the press for the Japan National Press Club and a financial planner, a Jazz EMP ambassador, an ambassador for the comprehensive performing arts stage "Ichiryu Manbai A SEED," and a personal colorist.
She holds a master’s degree in Economics from Saitama University's Graduate School of Humanities & Social Sciences, Department of Economics and Management.
